FDA Opens Expedited IND Pilot Applications for Faster Drug Trials

FDA's new voluntary Expedited IND Pilot pairs sponsors with Qualified Research Institutions for rolling review, aiming to cut the multi-year wait for first-in-human trials without altering safety standards.

The FDA opened applications on September 15 for its Expedited IND Pilot Program under HHS Operation TrialBlazer, seeking 8 to 10 sponsor-QRI pairs for a rolling, collaborative review process intended to shorten the path from IND-enabling activities to first-in-human trials. The pilot introduces Qualified Research Institutions—academic medical centers, CROs, or regulatory advisors—that partner with sponsors across pharmacology/toxicology, clinical, and CMC pillars, while FDA concurrently tests a real-time rolling submission platform. Participation is voluntary, statutory standards are unchanged, and FDA retains full authority over safe-to-proceed determinations. Counsel should note that QRIs operating IRBs must implement written conflict-of-interest procedures separating advisory and review roles, and compromised pairs face removal. The application deadline is October 30, with cohort selection expected by December 18. Sponsors should act now to identify and formalize QRI relationships, particularly given the narrow cohort and compressed timeline. Watch for FDA's guidance on how removed pairs are handled and whether the rolling format scales, as the agency has not committed to expanding the program beyond this initial cohort.
