First Harmonised Standard for EU AI Act High-Risk AI QMS Published

The Commission's Implementing Decision (EU) 2026/2274 published EN 18286:2026 on 14 October 2026, giving providers of high-risk AI systems a recognised standard for their quality management system and conformity evidence.

On 14 October 2026 the European Commission published EN 18286:2026, "Artificial intelligence - Quality management system", as the first harmonised technical standard under the EU AI Act, via Commission Implementing Decision (EU) 2026/2274. Harmonised standards are the practical route by which providers of high-risk AI systems evidence that their quality management system, conformity assessment, post-market monitoring and risk-management practices satisfy the AI Act's obligations; endorsement through an implementing decision generally confers a presumption of conformity with the harmonised legislation.

Why sophisticated counsel and clients care: QMS documentation is the gating deliverable for placing any high-risk AI system on the EU market. Providers in regulated use cases - employment, credit scoring, education, biometrics, critical infrastructure, and AI embedded in Annex I product legislation - must now decide whether to build to the new standard or continue assembling bespoke conformity evidence. Deployers and importers should check whether reliance on it affects supplier diligence and contractual allocation of compliance risk.

Watch next: the standard's actual published text, whether further harmonised standards follow for data governance, logging, human oversight and accuracy, and any transitional reliance for systems already placed on the market. The source material does not set out the standard's detailed content, so its provisions should be verified before reliance.
